Kathy Gainey and Nina Thanawala authored an article titled “Recent Regulatory and Legislative Developments Involving Transportation of Crude Oil and Hazardous Commodities by Rail” in The Federal Lawyer.  The article, featured in the July issue, provides an overview of the final rules issued by the Pipeline and Hazardous Materials Safety Administration (PHMSA), in consultation with the Federal Railroad Administration (FRA), regarding tank car design standards, as well as pending regulatory proposals relating to hazardous materials special permits and securement of unattended equipment containing hazardous materials.  It also summarizes bills relating to the transportation of hazardous commodities that were pending before committees and subcommittees of the US Senate and House of Representatives.
