Alfred M. Mamlet is a partner in the Washington office of Steptoe & Johnson LLP, where he heads the Technology Department and the Intellectual Property practice group, focusing on telecommunications transactions, regulatory matters, and telecom and intellectual property disputes in the US and abroad. Mr. Mamlet provides value-added strategic advice based on his thorough understanding of the telecommunications industry. He is recognized by his peers as a leading telecommunications lawyer in Chambers, The International Who's Who of Business Lawyers, The Legal 500, PLC Which Lawyer?, and An International Who's Who of Telecom Lawyers.

Regulation
Mr. Mamlet provides regulatory advice on international, satellite, wireless, common carrier, and Internet matters. At the Federal Communications Commission (FCC), he regularly represents an assortment of active parties in rulemakings, merger approvals, spectrum allocations, intercarrier compensation, and licensing proceedings.

Mr. Mamlet also focuses on Internet matters and other issues involving the convergence of telecommunications and computer technologies. He counsels major telecommunications and Internet companies on domestic and international telecommunications regulation of Internet services, including Internet telephony, the regulation of Internet voice and video services, and broadband issues.

In addition to FCC proceedings, Mr. Mamlet often handles telecommunications matters before Congress, the Executive Office of the President, the US Trade Representative, and the Departments of Commerce, State, Justice, Treasury, and Defense. He has also represented clients on matters related to international organizations, including the WTO, International Telecommunications Union, INTELSAT, and Inmarsat. 

Telecom and IP Disputes
Mr. Mamlet frequently handles telecommunications and intellectual property disputes in state and federal courts, the FCC, State PUCs, and international arbitrations. Recent representative matters include:

  • Represented VeriSign in litigation against Qwest over SS7 charges in eight states. Matters settled on favorable terms.
  • Represented France Telecom, Telenor, and Stratos against Inmarsat in the London Court of International Arbitration (resolution confidential).
  • StarTrak v. Satamatics Ltd., et al. (D. N.J.), representing Satamatics, defeated a motion for preliminary injunction in a trade secrets case.
  • Stratos v. Telenor (D. MD), represented Stratos in software copyright litigation resolved through prompt and favorable settlement.
  • SundRy v. Xwave of New England (ED. VA), representing Xwave in a software trade secrets matter. 

Transactions
Mr. Mamlet provides strategic advice and negotiates a wide range of transactional agreements for domestic and international telecommunications and software companies. He has served as lead counsel on more than a dozen acquisitions of wireless, common carrier, and satellite companies. In addition, Mr. Mamlet has assisted telecommunications companies on a variety of financings, including public equity and debt offerings, private placements, and commercial loans.

Mr. Mamlet has represented major wireless and satellite companies in forming joint ventures and other strategic alliances. He has also advised telecommunications clients on an array of commercial agreements.
