India and the US are important economic partners, with annual goods and services trade running at over $150 billion. Yet trade policy differences have resulted in tit-for-tat tariffs and exclusion of India from the Generalized System of Preferences. Negotiations have been undertaken to resolve at least some of these problems, and an initial agreement may be reached soon. If this occurs, could it provide the basis for a fuller engagement? Such an aspiration is all the more important amid the ongoing transition in international business as China slows and Asian regional trade arrangements are made without India or the United States.
