Overview
Hendricks Valenzuela advises clients on international trade law, regulatory compliance, and trade enforcement matters, with a practice spanning trade remedies, customs, and export controls. He works closely with companies across a range of industries, including aquaculture, chemicals, wood products, metals, and advanced manufacturing, to help them navigate complex and evolving trade regulations.
Hendricks brings substantial experience guiding clients through antidumping and countervailing duty proceedings (AD/CVD), customs compliance issues, and administrative agency processes. His work regularly involves advising on tariff classification, country‑of‑origin determinations, valuation, and related‑party transactions, as well as helping clients assess and manage exposure arising from imports subject to US trade remedies. He also assists clients in trade litigation, including matters before the US Court of International Trade, Court of Appeals for the Federal Circuit, NAFTA and USMCA binational panels, and WTO dispute resolution panels.
Hendricks' practice also includes export controls compliance and enforcement risk. He advises on compliance under the Export Administration Regulations (EAR) and the International Traffic in Arms Regulations (ITAR), including assessing export control exposure in cross‑border transactions and services arrangements, supporting disclosures and license applications with the US Department of State's Directorate of Defense Trade Controls (DDTC), and counseling on internal controls and compliance program enhancements.
Before entering private practice, Hendricks served as a senior attorney in the US Department of Commerce’s Office of the Chief Counsel for Trade Enforcement and Compliance, where he worked on high‑stakes trade remedy proceedings and contributed to significant regulatory initiatives affecting antidumping and countervailing duty practice. That background gives him a practical understanding of agency decision‑making and enforcement priorities, which he applies in advising clients facing complex trade and compliance challenges.
