Overview
Jamal Halley brings several years of Capitol Hill experience to Steptoe, where he tracks and advises on legislative and regulatory developments that shape client priorities across sectors, including trade, energy, and education. Having worked closely with senior decision-makers in the US Senate, House of Representatives, and leading think tanks, Jamal leverages his deep understanding of the federal policy process to translate complex legislative, regulatory, and geopolitical developments into executive-level briefs, targeted stakeholder engagement plans, and actionable strategies.
Before joining the firm, Jamal served as a legislative staffer to Senator Raphael Warnock (D-GA) and Representative Carolyn Bourdeaux (D-GA), as well as a congressional and government affairs intern for the Center for Strategic and International Studies.
Jamal earned a Master of Science in Foreign Service from Georgetown University, concentrating in Global Politics and Security, and holds a joint Bachelor of Arts degree in French and Politics & International Affairs from Furman University.
