Overview
Kevin Hulbert is a senior advisor in Steptoe's International Trade & Regulatory Compliance practice group. Prior to joining the firm, Kevin enjoyed a distinguished career with the CIA, where he held a variety of high-level jobs and became a recognized expert on counterterrorism, counterproliferation, counterintelligence, human intelligence (HUMINT), Latin America, South Asia, non-traditional operations, cybersecurity, and covert action. An accomplished senior leader in the CIA's Directorate of Operations, he spent many years analyzing political and security issues around the world and responding to requests to deliver high-level briefings to the intelligence community, Congress, and White House policymakers on a variety of issues. He has collaborated extensively with multiple foreign liaison partners, particularly in the areas of counterproliferation and counterterrorism. From an overseas location, Kevin led some of the CIA's most complex counterterrorism operations abroad.
In 2013, Kevin was detailed from the CIA to the FBI where he served as senior advisor for counterterrorism. In 2018, President Trump appointed Kevin to serve on the 12-person President’s Intelligence Advisory Board (PIAB). For more than six decades, the PIAB has been a trusted and discrete advisor to the president of the United States on intelligence matters. The PIAB provides advice to the president concerning the quality of intelligence collection and advises on analysis, counterintelligence, and a broad variety of other intelligence activities.
Kevin is fluent in English and Spanish, and he continues to hold current Top Secret/Sensitive Compartmented Information (TS/SCI) clearances with the full background investigation and polygraph.
