American Metal Market (AMM) quoted Joel Kaufman in a November 17 article titled “US Circumvention Case vs Vietnam to Drag on.” The article explains why a US circumvention case targeting cold-rolled and coated flat-rolled steel from Vietnam, which was already postponed twice, could drag on significantly despite a final deadline set for February.
Mr. Kaufman says: “I don’t know where it’s going to come out, I don’t know if any of us do.” The way the Department of Commerce is looking at the issue of substantial transformation in the case is “very inconsistent compared to anything (it) has done in the past.”
