Bloomberg Government quoted George Callas in a September 4 article titled "Lawmakers Weigh Tax Legislation Plans With Eye on Election Day." The article explains why congressional lawmakers dealing with tax policy have their eyes on the November midterms as they map out legislation for the rest of the year. Republicans need nine Democratic votes in the Senate to pass a technical corrections bill, and it’s unclear what Democrats would ask for in exchange.
Callas, a former tax counsel to Speaker Paul Ryan, says that the pressure on Democrats not to do anything "that's perceived as fixing the tax bill is going to lessen" after the elections. "The question is: is it going to lessen enough that they're able to be transactional and agree to certain technical corrections in return for something that’s a priority of theirs?" he asks.
