Overview
ENDS Report quoted Steptoe attorneys Darren Abrahams and Tom Gillett in an article titled, "'Pivotal moment': HSE seeks views on how to save costs by recognizing international approvals of chemicals," published on July 2, 2025. The article covers the UK Health and Safety Executive’s (HSE) consultation on proposed changes to chemicals regulations, including a move to recognize international approvals to reduce costs and accelerate market access.
The consultation addresses the Biocidal Products Regulation (BPR), Classification, Labelling and Packaging (CLP) Regulation, and Prior Informed Consent (PIC) regime. HSE estimates that recognizing trusted foreign approvals could save applicants up to 97% in fees.
Abrahams commented, "Global regulatory alignment is a longstanding goal which many will welcome – the devil, as always, is in the detail." He emphasized the importance of protecting data ownership rights to avoid free-rider issues.
Gillett added, "We welcome that HSE is clearly in listening mode. This is a pivotal moment to influence the shape of GB chemicals regulation," encouraging industry stakeholders to provide detailed feedback beyond multiple-choice responses.
