New Partners Beginning January 1, 2026
Matthew Flynn (Washington, International Compliance and Government Affairs) Matt is a seasoned attorney, strategic advisor, and military officer who advises firm clients on complex government processes, regulatory environments, investigations and enforcement, and government contracting and procurement. He brings decades of experience in the public sector to Steptoe, leveraging his legal, policy, and political acumen to help clients navigate the complexities of both ends of Pennsylvania Avenue.
Drew Harris (New York, Investigations and White-Collar Defense)
Drew represents individual and corporate clients at all stages of criminal prosecutions, investigations and enforcement. An experienced trial lawyer, he has tried multiple cases to verdict, conducting complex witnesses examinations and drafting and arguing dispositive and procedural motions. He also has substantial experience with pre-litigation matters, including preparing and delivering presentations to government agencies, preparing witnesses for testimony and interviews, and responding to subpoenas and other requests for documents and information, and with all aspects of sentencing. Drew also represents claimants in civil asset forfeiture matters and plaintiffs and defendants in other civil litigation.
Julieta Stepanyan (Los Angeles, Consumer Finance Litigation)
Julieta focuses her practice on the defense of consumer class actions and other complex litigation in federal and state courts, as well as in arbitration. She has deep experience defending national banks, lending institutions and other financial services companies against claims arising under banking, privacy and consumer protection laws, including actions under the Fair Credit Reporting Act, Fair Debt Collection Practices Act, Electronic Fund Transfer Act, Telephone Consumer Protection Act, and Truth in Lending Act, as well as numerous provisions of state law, including California’s Unfair Competition Law, False Advertising Law, Consumers Legal Remedies Act, Invasion of Privacy Act, Identity Theft Act, and Consumer Credit Reporting Agencies Act.
Caitlin Tharp (Washington, Tax)
Caitlin represents businesses and high net worth individuals in tax controversy and litigation matters, with experience in all stages of a tax dispute. Caitlin has litigated cases before the Tax Court, the Court of Federal Claims, the US Court of Appeals for the District of Columbia Circuit, and federal district courts across the country. She is also skilled in resolving administrative and collection issues with the IRS.
Stephanie Wang (Washington, International Trade)
Stephanie focuses her practice on international trade matters and has represented US and foreign companies across a range of industries, including the energy, steel, chemical, financial, and mining sectors. As part of her practice, Stephanie helps clients effectively navigate complex global trade issues and counsels companies on effectively implementing trade and supply chain strategies. She concentrates on antidumping (AD) and countervailing (CVD) duty proceedings before the US Department of Commerce, the US International Trade Commission and also advises clients on various tariff and customs compliance matters.
Alex Green (London, International Disputes)
Alex is an experienced dispute resolution solicitor who has been described by his peers in The Legal 500 UK as "outstandingly capable," a "star of the future," and a "rising star in the sector." Alex practices in a range of complex and high-value disputes for a diverse clientele, including multinational corporations, ultra-high-net-worth individuals, investors, and entrepreneurs.

David Fragale (Washington, White-Collar Defense)
David's practice is primarily devoted to white-collar criminal defense matters. He has defended corporate and individual clients at all stages of state and federal criminal proceedings, including high-profile jury trials throughout the United States. David also has considerable experience in representations involving Congressional inquiries, internal corporate investigations, and a variety of federal and state agency investigations, including investigations led by the Securities and Exchange Commission, the Department of Justice, and the Office of the New York State Attorney General. Among the issues encompassed by these matters are securities, accounting and wire fraud, money-laundering, and bribery.

George focuses his practice on complex commercial and environmental litigation. He has successfully represented clients—including manufacturing, chemical, and life-sciences companies—in a broad range of matters including mass torts, environmental litigation, and consumer class actions. George regularly advises clients in all stages of civil litigation, from early phase discovery through trials and appeals.
Emma Marshak (Washington, International Disputes)
Emma is an experienced litigator whose practice focuses on judgment enforcement and complex commercial litigation in federal and state courts. She regularly handles matters involving contract claims, fraud, the Foreign Sovereign Immunities Act (FSIA), and government investigations in addition to her domestic and international judgment enforcement work at every stage from complaint drafting to trial.
