Law360 quoted George Callas throughout a January 1 article discussing federal tax legislation to watch in 2020. While Congress passed significant tax changes at the end of 2019, lawmakers will likely continue to pursue outstanding issues in the coming year but will be contending with November's elections and the Senate's impeachment trial of President Trump.
Callas tells Law360 that if lawmakers don't pass substantive laws before the spring or summer, the next opportunity to pass such legislation would have to wait until after the election. "Sometime in the spring or summer, the leaders are going to switch to pure messaging," Callas says. "The House might vote on some tax bills, but they're going to be for the campaign and not to actually try to make law. The opportunity to actually make laws will be suspended until lame duck and after the election."
