The article discusses a recent opinion by Judge Ryan T. Holte involving the US Court of Federal Claims’ jurisdiction over protests relating to certain other transaction authority or "OTA" agreements. Judge Holte concluded that a dispute involving an OTA could fall within the Court's jurisdiction if it contemplates the award of a follow-on contract. The extent of the Court’s jurisdiction to hear protests relating to OTAs was not clear before the decision.
