The article discusses the recent Court of Federal Claims decision asserting jurisdiction over certain disputes that stem from the US government's authority to mimic commercial purchasing practices.
"[D]ifferentiating between procurement contracts, and procurement or acquisition more generally, is really, really critical," Evans says of the decision, asking "do you have all sorts of statutory requirements that people assumed were not applicable to OTAs that are [applicable] to OTAs?"
