The article discusses the Environmental Protection Agency (EPA)'s plans to develop a Toxic Substances Control Act (TSCA) rule that would allow federal agencies and their contractors to temporarily continue using a restricted substance to avoid "significant disruptions" to the United States' economy or infrastructure.
In the article, Boucher said that the EPA's planned rule speaks to the fact that TSCA restrictions on existing chemicals can have significant unforeseen effects on important and ongoing uses and that these surprise impacts are likely to arise.
