OECD Releases Comments on Draft BEPS Action 7, Action 10 Guidance: Today the Organization for Economic Cooperation and Development (OECD) released public comments on a discussion draft providing guidance under BEPS Action 7 (Additional Guidance on Attribution of Profits to Permanent Establishments). The OECD also released public comments (part 1 and part 2) on a discussion draft providing guidance under BEPS Action 10 (Revised Guidance on Profit Splits).
Treasury, IRS, Other Agencies Issue Interim Final and Proposed Rules Under ACA: Today Treasury and the IRS, together with the Employee Benefits Security Administration, Department of Labor, and Centers for Medicare & Medicaid Services, released temporary regulations (found here and here) and proposed regulations (found here and here) that broaden exemptions from providing contraceptive coverage under the Affordable Care Act.

Notice 2017-61 provides the adjusted applicable dollar amount to be multiplied by the average number of covered lives for purposes of the fee imposed by sections 4375 and 4376 of the Internal Revenue Code for policy years and plan years that end on or after October 1, 2017, and before October 1, 2018.
Notice 2017-62 provides guidance for income and employment tax purposes on the treatment of cash payments made by employers under leave-based donation programs for the relief of victims of Hurricane and Tropical Storm Maria.
