(February 5, 2020, Washington, DC) — Steptoe & Johnson LLP is pleased to announce that Joe Corrigan and Mike Williams have joined the firm's Washington office as a managing director and senior government affairs advisor, respectively, in the Government Affairs & Public Policy Group. Corrigan will also reside in the firm's Government Contracts Group. Based in the Washington office, both will focus on appropriations work for government defense contracts.
Corrigan offers clients a multidimensional understanding of the procedural, regulatory and policy issues associated with the US defense market; the federal procurement of goods and services; major construction initiatives; and public/private partnerships. He routinely interacts with numerous sectors of the federal government, including the Departments of Defense, Homeland Security, and State, and congressional committees, including Appropriations. Corrigan has extensive experience representing clients interested in selling equipment and services to the government and routinely works with government contractors that perform maintenance, repair and overhaul of equipment for the military and Coast Guard. Corrigan also assists clients with permits from the US Army Corps of Engineers (USACE) and advises municipalities and companies on the USACE Civil Works Program.
A former officer in the US Army for more than two decades, Corrigan served as the Army's key point person on Capitol Hill for the Base Realignment and Closure, military construction, land conveyances and Army leasing programs. He also served as the legislative assistant to the Secretary of the Army.
Williams creates and implements integrated strategies to achieve positive legislative and regulatory outcomes for clients. His experience includes comprehensive legislative, regulatory, grasstops, grassroots and public relations efforts on behalf of clients in the defense, appropriations, natural resources, agriculture, transportation, homeland security, foreign affairs, financial services and firearms arenas.
Having spent more than 25 years on Capitol Hill, Williams has a deep understanding of the interplay between policy issues and politics. His vast bipartisan network of federal government contacts includes professional connections with Congressional members, Congressional staff, the administration, and federal regulatory agencies, as well as other government and industry officials throughout the country.

Corrigan earned his M.S. in civil engineering from Purdue University and his B.S. from the United States Military Academy at West Point. Williams received his B.A. from the University of Richmond.
