Overview
(August 1, 2022, Washington, DC) — Steptoe & Johnson LLP is pleased to announce that Brian J. Fleming has joined the firm’s International Trade and Regulatory Compliance Group as a partner in the Washington, DC office. Fleming, who has extensive experience counseling companies on the Committee on Foreign Investment in the United States (CFIUS) process and on export controls and economic sanctions matters, will further expand the group’s highly-regarded National Security, CFIUS, and trade controls practices.
Fleming previously served in multiple roles in the National Security Division of the US Department of Justice (DOJ), where he managed DOJ’s review of all CFIUS-related matters and prosecuted export controls and economic sanctions violations. In private practice, he has counseled companies in the technology, energy, and aerospace sectors. He has guided clients through challenging CFIUS reviews and advised multinational companies on compliance with regulations administered by the Office of Foreign Assets Control (OFAC), the Bureau of Industry and Security (BIS), and the Directorate of Defense Trade Controls (DDTC). He has also led internal investigations and represented entities and individuals in government enforcement actions, including criminal cases brought by the DOJ.
Steptoe Chair Gwen Renigar commented: “Brian is well regarded for providing first-rate counsel in investigations and compliance matters at the intersection of national security and international trade. In an increasingly interconnected and rapidly evolving global marketplace, his addition will allow us to further cement our reputation as a global leader in cross-border trade, compliance, and investment.”
Fleming added: "I am thrilled to join Steptoe’s top-ranked International Trade and Regulatory Compliance Group. The firm’s strong international reputation, global footprint, and far-reaching client base will position my practice for further expansion, and I look forward to taking this next step in my career alongside such a respected and diverse group of skilled attorneys.”
“Brian’s time at the DOJ and his representation of numerous high-profile clients further bolsters our national security, CFIUS, and trade controls practice,” said Meredith Rathbone, Steptoe partner and head of the firm’s International Trade and Regulatory Compliance Group. “He knows this area of law and we couldn’t be more excited to work together on these complex issues.”
Steptoe has a Chambers Band 1 ranked export controls and sanctions practice. Its National Security/CFIUS practice has a premier reputation for successfully advising clients in matters related to CFIUS, as well as other US government processes, including the Foreign Ownership, Control or Influence mitigation review conducted by the Department of Defense, and the "Team Telecom" national security review conducted in conjunction with certain Federal Communications Commission license applications.
Fleming earned his J.D. from Vanderbilt University Law School, where he was a member of the Order of the Coif, and he earned his B.A., cum laude, from Dartmouth College.
