(February 13, 2026, Houston) – Steptoe LLP is pleased to announce that Amy Hoff, a nationally recognized energy regulatory litigator, has joined the firm as a partner in its Energy group in Houston. The move follows more than 40% growth of the Steptoe Houston office since it opened in 2024.
Amy is one of the country's leading lawyers focusing on the federal and state regulation of crude oil, refined petroleum products, and natural gas liquids pipelines. Her practice centers on complex regulatory litigation and counseling matters before the Federal Energy Regulatory Commission (FERC) and state regulatory agencies, including rate proceedings, market‑based rate applications, jurisdictional disputes, and cost‑of‑service cases. She has represented many of the nation's largest and most sophisticated midstream operators in high‑stakes regulatory matters and tariff and compliance strategies.

At Steptoe, Amy will focus on liquid pipeline regulatory litigation, compliance counseling, and strategic tariff and rate design matters, advising clients across the midstream sector on complex federal and state regulatory challenges. She will also collaborate closely with the firm's appellate, transactional, and litigation teams to provide comprehensive support to energy clients navigating an evolving regulatory landscape.
