Overview
On December 12, 2023 Tax Notes quoted Caitlin Tharp in an article titled, “IRS Looks to Procure AI Operations Platform.” The article discusses the December 8 RFI released by the IRS stating that it “has existing and planned AI use cases that will benefit from operating on a single platform that provides lifecycle management and governance.” The IRS is hoping for the platform to “provide capabilities that help the IRS achieve the objectives of Executive Order 13960 and implement guiding principles for trustworthy AI use such as equitability, security and privacy, explainability, transparency, and reproducibility.”
Caitlin Tharp stated, “The IRS’s aim to increase transparency in its use of AI is a positive development, noting that recent research found that Black taxpayers are substantially more likely to be selected for audit than other taxpayers — a finding that has been substantiated by the IRS.” She also mentioned that the IRS hasn’t provided any evidence to back up the validity of outcomes from its use of AI and has withheld information about how taxpayers are investigated using AI.
