(December 6, 2022, Washington, DC) – Jason Abel, Elizabeth Burks, and Luis Fortuño have been named to The Hill’s Top Lobbyists 2022. The list honors the corporate lobbyists, hired guns, association leaders and grassroots activists who leveraged their expertise and connections to make a difference in Washington, DC. They demonstrated a track record of success in the halls of Congress and the administration during a critical year for policy.
Abel leads Steptoe's Campaign Finance and Political Law practice and advises clients on a range of government affairs issues, including legislative strategy and process. He is recognized for his work with the Democracy Fund Voice (DFV), a nonpartisan organization dedicated to helping America build a stronger, healthier democracy. Abel advocated for congressional action related to elections and voting, in light of the COVID-19 Pandemic, U.S. Postal Service crisis, and election security surrounding the 2020 election.
Burks helps clients navigate government relations and legislation issues impacting their business. She was recognized for her work with Wacker, the world’s largest manufacturer of polysilicon for use in making semiconductors, and major manufacturer of polysilicon for solar panels. She assisted with securing legislation clarifying that funds allocated under the CHIPS Act to support the domestic semiconductor industry may be used for upstream manufacturers.
Fortuño represents investment funds and Fortune 500 companies in regulatory, public policy, public-private partnership (P3) and project finance, finance, and other corporate matters in the United States and throughout Latin America. Fortuño was recognized for his work with the Medicaid and Medicare Advantage Products Association (MMAPA). He helped secure what is historically the highest level of federal funding to run the Medicaid program in Puerto Rico at a critical juncture, after the territory had declared bankruptcy, two category 4 hurricanes had hit the island, the Southern coastal municipalities were affected by several earthquakes, and the COVID-19 pandemic spread.
