Steptoe of counsel Jack Hayes and Nick Turner authored an article for World ECR's special report on China titled "The Military-Intelligence End Use Rule." The article summarizes the rule, which was passed in early 2021 by the US Bureau of Industry and Security under the Export Administration Regulations (EAR). The MIEU Rule prohibits the export, reexport, and in-country transfer of any items subject to the EAR to users engaged in intelligence activities for the militaries of China, Russia, Venezuela, and certain other countries.
