Carol R. Gosain is a partner in the Washington office of Steptoe & Johnson LLP, where she is a member of the Regulatory & Industry Affairs Department. Her practice focuses on the areas of transportation, energy, and administrative law, with a particular focus on aviation and electric power law.

Aviation
Ms. Gosain’s practice encompasses a wide range of regulatory and commercial matters, including all types of proceedings before the Department of Transportation, the Federal Aviation Administration, and the Department of Homeland Security. Ms. Gosain’s regulatory experience includes airline alliances, air political matters, codesharing and wet lease issues, exemption applications, charter operations, DOT enforcement proceedings, hazardous materials and other FAA enforcement proceedings, and CRS matters and rulemakings. She regularly advises clients with respect to compliance with various DOT, FAA, TSA, and CBP regulations. She has also assisted clients with business law matters, including contract drafting/review, and labor and transportation tax issues.

Electric Power
Ms. Gosain has extensive experience advising clients on regulatory matters associated with mergers, acquisitions, and financings. Ms. Gosain has represented electric utilities (both US and non-US), independent power producers and private equity investment firms in such transactions. She counsels clients on matters arising under the Federal Power Act, the Public Utility Regulatory Policies Act, and the Energy Policy Act of 2005, including particularly the Public Utility Holding Company Act of 2005. Ms. Gosain advises electric utilities, independent power producers and power marketers on a broad range of matters related to electric energy regulation, including market-based rate authority, market power issues, exempt wholesale generator and qualifying facility status, standards and codes of conduct, rulemaking proceedings, and compliance with FERC regulations.
