Overview
Carol Gosain counsels clients on a wide range of regulatory and commercial matters relating to aviation and electric power law. She helps aviation clients navigate the Department of Transportation (DOT), Federal Aviation Administration (FAA), Transportation Security Administration (TSA), and Customs and Border Protection (CBP) regulations to ensure that they are compliant. Further, she represents them in connection with airline alliances and joint ventures, air political matters, regulatory rulemakings, codesharing and wet lease issues, applications for economic authority, charter operations, overflights, security programs and other security-related matters, disability rules, fare and fee advertising requirements, hazardous materials regulation, CDS matters, DOT and FAA enforcement proceedings, and FAA regulation of unmanned aircraft.
Carol advises electric utilities (both US and non-US), independent power producers, and private equity investment firms on regulatory matters involving mergers, acquisitions, and financing. She counsels them on matters arising under the Federal Power Act, the Public Utility Regulatory Policies Act, and the Energy Policy Act of 2005, including particularly the Public Utility Holding Company Act of 2005. Carol advises electric utilities, independent power producers, and power marketers on a broad range of matters related to electric energy regulation, including market-based rate authority, market power issues, exempt wholesale generator and qualifying facility status, standards and codes of conduct, rulemaking proceedings, and compliance with FERC regulations.
