Mr. LaRocca is a partner in the Washington office of Steptoe & Johnson LLP, where he is a member of the Regulatory & Industry Affairs Department. His practice focuses principally on antitrust law and economic regulation.  In the area of antitrust law, Mr. LaRocca has worked extensively with clients in regulated industries, including the railroad and insurance industries. He has represented these clients in a variety of federal and state court actions, has provided extensive antitrust counseling and conducted complex internal investigations. Mr. LaRocca also regularly handles matters before the federal antitrust agencies, including government enforcement proceedings, investigations, mergers, acquisitions and joint ventures.

Mr. LaRocca has also worked extensively on matters involving the application of antitrust law in the context of international transactions and international trade. Mr. LaRocca has advised US and foreign clients on antitrust issues relating to mergers, acquisitions and joint ventures. He has also worked on antitrust matters relating to international trade disputes.

In the area of economic regulation, Mr. LaRocca's practice has focused on federal regulation of rail and pipeline transportation rates, including litigation before the Interstate Commerce Commission and its successor agency, the Surface Transportation Board, relating to rate reasonableness disputes. Most of his work in this area has involved disputes relating to the transition from strict rate regulation by federal agencies to market-based regulation.

In addition, Mr. LaRocca has worked extensively on international trade regulation. He has represented several domestic and foreign clients in unfair trade litigation before federal agencies, particularly in disputes arising under the US antidumping laws. He has also handled appeals relating to these disputes before the Court of International Trade.
