US trade policy is once again experiencing upheaval. President Trump’s reciprocal tariffs continue to be a focus of US trade policy, as they are modified by bilateral trade agreements, amended by Executive Orders, and subject to judicial challenge. Separately, a wave of Section 232 national security investigations continues to impose tariffs on a range of products, from lumber to pharmaceuticals to heavy trucks, with the promise of more Section 232 investigations on the horizon. All of these developments have created even more uncertainty for foreign producer/exporters and US importers.
