Overview
Amy's practice centers on the federal and state regulation of liquids pipelines (crude oil, refined petroleum products, and NGLs), with a focus on complex regulatory litigation before the Federal Energy Regulatory Commission (FERC). She also represents clients in litigated proceedings before various state regulatory commissions, including the Regulatory Commission of Alaska, the Railroad Commission of Texas, and the California Public Utilities Commission.
Recognized by Chambers USA in the Oil & Gas section, Amy has more than 20 years of experience in representing the country's largest liquids pipelines in litigated proceedings before the FERC involving a wide range of issues, including market-based rates, cost of service, jurisdiction, and undue discrimination. She recently represented a group of pipelines at FERC and before the D.C. Circuit in their successful appeal of the FERC's January 2022 order reducing the FERC's oil pipeline index, and has assisted numerous clients in obtaining market-based rates and defending challenges to cost-based rates and rates deemed just and reasonable by EPAct.
Amy advises clients in connection with all aspects of rates and regulated activities, including rate design, cost-based ratemaking, market-based rates, indexed rates, and tariff issues, as well as FERC audits, cross-border pipelines, compliance, and jurisdictional and discrimination issues. She also has extensive experience in negotiating and drafting complex, multi-party agreements including settlements, leases, and transportation services agreements, and assists clients in undertaking greenfield and expansion projects, repurposing existing pipelines, and due diligence related to mergers, acquisitions, and joint ventures.
Amy also has served as in-house counsel for the pipeline division of a major integrated energy company, giving her unique insight regarding pipeline operations and the needs of integrated pipeline clients.
