Carie Cartwright

Carie Cartwright advises clients on a broad range of international trade, economic sanctions, export controls, and national security matters. She assists clients in understanding complex legal regimes governing the international trade of goods, services, technology, and cross-border transactions.

Carie's practice focuses on the laws and regulations administered by the US Department of the Treasury's Office of Foreign Assets Control (OFAC), the US Department of Commerce's Bureau of Industry and Security (BIS), and the US Department of State's Directorate of Defense Trade Controls (DDTC). She also assists clients with matters involving the Committee on Foreign Investment in the United States (CFIUS).

Carie counsels US and multinational companies on compliance with economic sanctions and export controls requirements, helping clients navigate licensing, classification, enforcement, and transactional issues.  She regularly prepares and submits license applications, advisory opinion requests, commodity jurisdiction and classification requests, voluntary self-disclosures, and other filings before OFAC, BIS, and DDTC. She also advises on export jurisdiction and classification analyses involving controlled goods, software, and technology.

In addition, Carie assists clients with developing and enhancing sanctions and export controls compliance programs by performing risk assessments, drafting compliance policies and procedures, and conducting compliance trainings. Carie also performs internal reviews and due diligence to investigate potential compliance violations and address enforcement-related matters.
