Overview
Elodie advises clients on EU and UK regulatory matters including in relation to chemicals (REACH), biocides (BPR), classification, labelling and packaging of chemicals (CLP), persistent organic pollutants (POPs), plant protection products (PPPs), packaging, waste electrical and electronic equipment (WEEE), ROHS, fluorinated greenhouse gases (F-gases), cosmetics, single-use plastics (SUP), microplastics, food-contact materials (FCMs) and waste. She has a particular interest in product compliance at EU and UK levels and in the regulation of PFAS.
In the biocides area, she advises clients on all aspects related to the marketing of active substances and biocidal products and on regulatory compliance issues. Her experience includes advising companies on the labelling and advertising requirements under the BPR and the use of sustainability claims on the labels of biocidal products, challenging a recommendation of non-renewal of an active substance approval, and drafting correspondence to national authorities to challenge requests for additional studies as part of active substance approval applications and biocidal product authorisation applications.
She also focuses on evolving sustainability legislation, including the Corporate Sustainability Reporting Directive (CSRD), the Corporate Sustainability Due Diligence Directive (CS3D) and the EU Deforestation Regulation (EUDR). Elodie helps clients navigate complex compliance landscapes and anticipate regulatory developments at both EU and UK levels, including via the submission of contributions to public consultations.
She has experience in data sharing negotiations under REACH/PPP, managing pan-European environmental projects, and in carrying out environmental, health & safety (EHS) and food safety due diligence on corporate entities.
Elodie also assists clients with responding to the European Commission, Member State national authorities and UK regulators.
Prior to joining Steptoe, Elodie worked at an international law firm in Manchester, UK.

Representative Matters
- Advising a global agribusiness on EUDR-related risks arising from its supply chain arrangements with a Brazilian soya supplier.
- Advising a global chemical manufacturer on the regulatory status of UV-328 under EU/GB REACH and the EU/GB POPs Regulation.
- Advising a global materials company on the scope of the restriction of PFHxA under EU REACH and its potential impacts on the company’s supply chain.
- Advising a retailer on the enforcement of the EU Deforestation Regulation in specific Member States.
- Liaising with national competent authorities on behalf of clients in the context of EU BPR applications (major change application, active substance approval etc.).
- Advised a GB manufacturer of PFOA-containing firefighter protective clothing in connection with the expiry of a PFOA derogation under the GB POPs Regulation.
- Advised a formulator and supplier of mosquito repellent products on the impacts of a change in the classification of a chemical substance under EU/GB CLP on the CLP classification of a mixture containing that substance and on the practical changes needed to the products’ labels and SDS to ensure compliance with CLP and REACH.
- Reviewing and amending EUDR compliance statements.
