(March 30, 2026, Houston) – Steptoe LLP is pleased to announce that Robert ("Rob") Reyes Landicho, a widely respected international arbitration attorney with deep experience in energy, infrastructure, and cross‑border disputes, has joined the firm as a partner in its International Disputes practice. Rob will be based in Steptoe's Houston office and will continue serving clients throughout the Middle East, Africa, Europe, the Americas, and Asia.
Rob's arrival continues the expansion of the Houston office which has grown by 40% since 2024. Other recent joiners in the office include Amy Hoff and Allison Miller.
Rob's practice spans commercial arbitration, inter‑State arbitration, investor‑State arbitration, and arbitration‑related litigation. He represents sovereigns, State‑owned enterprises, global energy companies, and multinational corporations in matters administered under International Criminal Court ("ICC"), Dubai International Arbitration Centre ("DIAC"), International Centre for Settlement of Investment Disputes ("ICSID"), the United Nations Commission on International Trade Law ("UNCITRAL"), and International Centre for Dispute Resolution ("ICDR") rules.
Rob regularly handles disputes arising from large‑scale energy, infrastructure, and construction projects, including power plants, pipelines, refineries, drilling operations, and transportation assets. His experience includes both commercial and treaty‑based matters, often involving parallel proceedings across multiple jurisdictions, such as enforcement actions, annulment proceedings, and arbitration‑related litigation in US federal and foreign courts. Rob is particularly experienced in representing Middle Eastern sovereigns and State‑owned entities in high‑stakes, politically sensitive disputes, and is known for delivering practical, strategic solutions in complex cross‑border matters. Before joining Steptoe, Rob practiced for more than a decade at Vinson & Elkins in Houston and Dubai.

At Steptoe, Rob will focus on high‑value commercial and investment arbitrations, matters involving sovereigns and State‑owned enterprises, disputes arising from major energy and infrastructure projects, and arbitration‑related litigation, including Section 1782 discovery and enforcement actions in US federal courts.

Steptoe's award-winning International Dispute practice is well-known for handling some of the most significant and complex matters. These include acting for institutional investors in multi‑billion‑dollar London Court of International Arbitration ("LCIA") proceedings concerning governance and asset protection in offshore private equity structures and advising on high‑value Engineering, Procurement, and Construction ("EPC") disputes arising from large‑scale infrastructure projects in the Middle East and South Africa, including complex variation, delay, and technical claims under ICC and LCIA rules.
Rob earned his J.D. from the University of California, Berkeley School of Law and his B.A. in Government from the College of William & Mary.
