(July 8, 2021, Washington, DC) — Law360 has named Steptoe of counsel Andy Golodny a Rising Star in Telecommunications. The Rising Stars list recognizes individuals under 40 whose legal accomplishments belie their age. The 2021 Law360 Rising Stars list was selected by a team of editors who carefully reviewed more than 1,400 submissions.
In a profile published July 2, the editors cite Golodny's representation of DISH Network Corporation on its journey from initially opposing the Sprint-T-Mobile merger to successfully winning merger conditions that prominently included Steptoe client DISH, as one of his major accomplishments that landed him on the list.
Golodny and Steptoe's advocacy on behalf of DISH in opposing the merger as originally proposed before the Federal Communications Commission and the Department of Justice persuaded Justice to adopt a remedy which resulted in DISH becoming the nation’s fourth wireless carrier. When a group of state attorney generals sued to block the merger in the Southern District of New York, Golodny led DISH's response to the states' subpoena and document requests. He successfully managed a large team of attorneys who were able to review and produce significant volumes of documents under very tight deadlines. He was also highly involved in the subsequent trial preparation, where two DISH witnesses at the trial helped persuade the court that the merger as modified was in the public interest.
Golodny tells Law360, "It was both a regulatory matter, which then transitioned into a deal and then transitioned into a litigation. It had everything."
Golodny is continuing to assist DISH in related regulatory matters as it builds out its 5G wireless network, as well as assisting DISH overcome opposition from Elon Musk's SpaceX to allow 5G service in 500 MHz of spectrum in the 12 GHz band.
At Steptoe, Golodny advises traditional and new media companies, satellite and cable operators, and trade associations on complex and novel issues in the telecom and media industries. He has experience in a wide variety of FCC proceedings, including rulemakings, mergers, licensing, and compliance matters. He is particularly known for his work on telecommunications transaction reviews before the DOJ and FCC. Golodny is also well-versed in international telecom regulation, counseling clients on advanced telecom issues such as infrastructure deployments, satellite, and internet matters before local regulators in Europe, Africa, and Asia.
