Paul R. Hurst is of counsel in the Washington office of Steptoe & Johnson LLP, where he is a member of the Litigation Department and has developed extensive experience in several areas of complex civil litigation. Before joining Steptoe & Johnson LLP, Mr. Hurst owned and operated his own small business while attending school.
Commercial Litigation
Mr. Hurst handles a variety of commercial litigation matters. He has litigated cases involving contract disputes, construction-related claims, power company purchase agreements, telecommunications, RICO, and intellectual property pending in federal courts and state courts across the nation. During his tenure at the firm, Mr. Hurst also participated in the firm’s Legal Aid Loaned Associate Program. As a loaned associate to the Legal Aid Society of DC, Mr. Hurst gained a tremendous amount of trial experience representing indigent clients in matters pending before the Superior Court for the District of Columbia.
Government Contracts
In Mr. Hurst’s government contracts practice, he represents government contractors in the defense, construction, and health care industry. His practice includes litigating bid protests at the General Accounting Office and the Court of Federal Claims and representing clients on other matters relating to contract changes, the False Claims Act, and procurement integrity. He also advises clients on compliance with federal procurement statutes and regulations.
Insurance Coverage
Mr. Hurst ’s insurance practice primarily involves representing carriers in coverage disputes relating to CGL and property policies.
Technology
In addition to litigation, Mr. Hurst has advised clients on technology issues including the international regulation of cryptography and digital signatures.
