Overview
Lorrie Marcil has over 30 years of experience advising oil and natural gas pipeline clients on complex regulatory, judicial, compliance, and transactional matters. Her main focus is representing pipeline companies before the Federal Energy Regulatory Commission (FERC) and in appeals from those matters. She has also represented clients before state public utilities commissions, including the Texas Railroad Commission, and in state and federal courts.
Lorrie advises pipelines in connection with all aspects of pipeline rates and regulated practices, including cost-of-service ratemaking, indexed rates, open seasons, capacity allocation and access, proration policies, tariff issues, affiliate relationships, standards of conduct, and jurisdictional and discrimination issues. She has extensive experience counseling clients with respect to market-based rate proceedings and has represented oil pipelines in over a dozen market-based rate applications and related contested proceedings at FERC.
Lorrie also counsels pipeline clients in connection with new infrastructure pipelines and expansions and repurposing of existing pipelines, cross-border pipelines, capacity leases, and a variety of pipeline-related transactions, including joint ventures, mergers, and acquisitions.
A frequent speaker, Lorrie has presented on issues such as market-based rates, FERC jurisdiction, affiliate relations, and other related energy areas. Since 2014, Lorrie has been a member of the Board of Directors of USA Fencing, which is the National Governing Body for the sport of fencing in the United States.
