Matthew Steinway

Matthew Steinway is an associate in the International Trade and Regulatory Compliance practice. His practice concentrates on US government contracts and grants, and he advises clients on regulatory, transactional, and compliance matters throughout the government-contracting lifecycle.

Matthew represents government contractors across a broad range of industries. He advises clients on compliance, contract negotiations, and performance matters involving contracts with numerous U.S. government agencies, including the Departments of Defense, Health and Human Services, and Veterans Affairs.

His practice includes intellectual property and data-rights issues, flow-down requirements, small-business status and affiliation matters, anti-assignment restrictions, novation requirements, and regulatory compliance. He additionally counsels clients on government-contract issues arising in corporate transactions.

In addition to his government contracts practice, Matthew advises colleges, universities, education companies, and industry organizations on higher education regulatory and policy matters. He has extensive experience counseling clients on issues involving Title IV federal student aid programs, accreditation, state authorization requirements, Title IX, FERPA, the Clery Act, and institutional compliance obligations.
