Overview
Kelly Anderson focuses her practice on international trade policy, government contract related matters, and treaty interpretation, with experience spanning litigation before federal courts and advising on complex regulatory matters. She counsels clients on issues arising under US trade laws, including antidumping (AD) and countervailing duty (CVD) proceedings, customs classification, and treaty-based claims. Her work also includes advising on government contracting related matters.
Kelly has clerked for Judges on both the US Court of International Trade and the US Court of Federal Claims. During her time at the Court of International Trade, she worked on matters involving treaty interpretation, trade remedies, customs classification, and EAPA investigations. Her experience includes analyzing legal issues and drafting on matters related to international trade, customs, and federal procurement.
Prior to her clerkships, Kelly served as a Judge Advocate in the U.S. Navy Judge Advocate General’s Corps. Her active duty assignments included roles advising Commanding Officers at high profile installations in the National Capital Region, serving as embedded counsel to an afloat Amphibious Squadron, and providing military justice defense to personnel primarily located in the DC area. She has advised clients facing government investigation and served as a Special Assistance U.S. Attorney in Washington, DC.
During her time in the Navy, Kelly served as the sole US Counsel located in British Indian Ocean Territory, where she advised US forces on international law, treaty interpretation, ethics compliance, and operational legal matters. Kelly also engaged directly with foreign counsel on various treaty and policy related matters, and authored a white paper that informed US policy in the region. While in Diego Garcia, Kelly additionally served as the Emergency Management Officer for Naval Support Facility Diego Garcia, giving her a unique insight into the practical challenges faced by clients managing crisis response. She continues to serve in the Naval Reserves, and holds an active security clearance.
While in law school, Kelly was a judicial extern for the Hon. Jon E. DeGuilio at the U.S. Northern District of Indiana. Kelly also spent her second year of law school studying at Notre Dame Law School's London campus, and interning for the Rt. Hon. George Osborne CH MP. She additionally summered with the US Coast Guard's Office of Maritime and International Law, where she worked on matters related to US maritime law enforcement authorities and implementation of a counternuclear treaty. She additionally served as a quarter-time AmeriCorps Member with the Robinson Shakespeare Company.
