Overview
With nearly two decades of legal and policy experience in both government and private practice, Kevin Garvey has a broad international trade, national security, and white-collar defense practice. He handles a wide range of matters involving trade policy and negotiations, cross-border transactions, crisis management, internal investigations, and regulatory compliance in areas such as tariffs, trade remedies, export controls, sanctions, customs compliance, CFIUS reviews and mitigation agreements, and FCPA due diligence. He provides clients with the comprehensive government affairs, public relations, and advisory services necessary to navigate the ever-evolving global trade and investment landscape.
Kevin is a former senior official in the first Trump administration where he was Associate Counsel to the President in the White House Counsel’s Office and then Deputy Chief and later Chief of Staff to the US Trade Representative, Ambassador Robert E. Lighthizer. At the Office of the US Trade Representative (USTR), Kevin was deeply involved in the negotiations of the Phase One trade deal with China; implementation of the United States-Mexico-Canada Agreement (USMCA); the launch of Free Trade Agreement (FTA) negotiations with the United Kingdom and Kenya; Section 232 country-specific steel and aluminum tariffs; a Section 201 case involving solar cells and modules; Section 301 investigations; and reviews conducted by the Committee on Foreign Investment in the United States (CFIUS) of transactions involving critical technology and infrastructure projects.
Kevin's close relationships with key figures in the US administration enable him to assist clients in achieving meaningful legislative, regulatory, and executive action in the trade space. This includes advancing positions on ongoing and potential trade actions, advocating for beneficial policies in the US Congress and the executive branch, and securing US government officials' interventions with foreign leaders to promote client interests. He also focuses on creating more resilient supply chains and addressing the growing demand for government investment in and regulation of critical technologies.
Before joining Steptoe, Kevin served as the Associate General Counsel and Assistant Secretary at the US Chamber of Commerce.
