US international trade policy is facing unprecedented uncertainty. The 90-day pause on reciprocal tariffs announced in April 2025 is set to expire on July 9, potentially paving the way for the reimposition of higher suspended tariffs on the nation’s largest trading partners. The Administration is busily negotiating bilateral agreements but, even with respect to the deals announced on or before July 9, the details will likely remain fuzzy and subject to elaboration and modification.
At the same time, recent US court rulings have struck down the so-called "Liberation Day" tariffs, as well as tariffs targeting China, Canada, and Mexico. However, these decisions have been temporarily stayed, leaving US importers in limbo. Adding further complexity, several Section 232 investigations are still pending, with the possibility of additional sector-specific tariffs, and even more new inquiries on the horizon.
