Overview
David Brunfeld focuses his practice on antitrust investigations and litigation, drawing on significant experience as a government enforcement attorney.
Prior to joining Steptoe, David served as an attorney in the Federal Trade Commission's Technology Enforcement Division, Bureau of Competition, where he was a member of the trial team in FTC v. Meta, the Commission’s landmark antitrust action challenging Meta’s acquisitions of Instagram and WhatsApp. David also represented the Commission in its industry study of partnerships between cloud and artificial intelligence companies, and investigated several significant healthcare and technology mergers.
Before the FTC, David served as Assistant Attorney General and Ruff Fellow in the Public Advocacy Division of the Office of the Attorney General for the District of Columbia, where he represented the District in Colorado v. Google LLC and Utah v. Google LLC, two major multistate antitrust actions challenging Google’s conduct in search and Android app distribution markets. He also handled matters under the Administrative Procedures Act, False Claims Act, and Consumer Protection statutes, securing approximately $6 million in settlements for vulnerable District residents and successfully challenging a federal rule affecting food stamp benefits for nearly 700,000 people. He received the Exemplary Performance Award from the Attorney General.
David received his J.D. from Georgetown University Law Center, where he was Executive Articles Editor of the Georgetown Journal on Poverty Law & Policy and participated in the Rising for Justice clinic.
