Overview
Sam Yntema designs and executes strategies to help businesses manage policy risks and capitalize on government-related opportunities. His government affairs practice focuses on representing innovative companies working to decarbonize the energy, industrial, and transportation sectors. His strategic counsel helps clients create value and contribute to decarbonizing the global economy.
Sam is an expert on federal policy affecting CCUS, DAC, clean hydrogen, sustainable liquid fuels, and other energy and industrial decarbonization technologies. He drove client efforts to help secure industrial decarbonization funding in the Infrastructure Investment and Jobs Act, and efforts on Sections 45Q, 45V, and 45Z tax credits in the Inflation Reduction Act. In addition to his work on decarbonization, Sam has experience with policy matters related to tax, trade, and financial services. He has also served as a member of clients’ project development teams, advising on business strategy through the lens of federal policy and politics.
Sam has strong working relationships with policymakers, their staffs, and myriad energy and industrial stakeholders. Furthermore, he understands the challenges of economy-wide decarbonization, and the efforts to balance competing interests in US energy and industrial policy. He has worked on decarbonization policy issues with everyone from progressive Democrats to conservative Republicans, and has played pivotal roles in building and maintaining lobbying coalitions.

Representative Matters
- Led successful advocacy efforts to reverse a Department of Commerce Antidumping and Countervailing Duty decision, saving the client millions of dollars and leading directly to the retention of tens of U.S. jobs.
- Helped a client secure three Section 301 tariff exclusions, ultimately saving the company nearly $100 million. 96 percent of exclusion applications were rejected.
- Navigated the introduction of two bipartisan bills in the 118th Congress which, if enacted, will save the client hundreds of millions of dollars and help enable the growth of a new domestic industry.
- Helped several clients secure Department of Energy funding for first-of-a-kind technology development and deployment.
