Overview
Steve H. Levin is an experienced trial attorney who regularly defends individuals in high-profile criminal investigations and prosecutions and helps companies successfully navigate challenging government enforcement matters. Steve regularly directs internal investigations, tries complex cases, and represents clients in criminal investigations before the Department of Justice (DOJ) as well as other government agencies.
Prior to joining Steptoe, Steve was a partner at Rosenberg Martin Greenberg LLP, where he served as vice-chair of the White-Collar Defense practice group. Previously, Steve gained over ten years of experience in senior positions within the government, including the U.S. Attorney’s Office for the District of Maryland (USAO). As a former supervisor in the USAO, he investigated and prosecuted cases involving financial crimes, public corruption, racketeering, cybercrime, national security, narcotics, money laundering, immigration offenses, and violent crime.
Steve recently retired from the United States Army, having served throughout his career both on active duty and as a reservist. After serving as a prosecutor, military defense counsel, and criminal law professor, Steve served as a military judge for his last ten years. In his seven years as a trial judge, Steve presided over dozens of courts-martial. As an appellate judge for three years on the Army Court of Criminal Appeals, he wrote dozens of opinions, displaying his grasp of the rules for court-martial and military rules of evidence. Upon retirement, Steve was awarded the Legion of Merit.

- Led internal investigation for Maryland-based company in response to criminal fraud investigation.
- Obtained acquittal after jury trial of a New Jersey Police Detective charged with First Degree Murder following a road-side shooting near Annapolis, Maryland.
- Obtained acquittal of a Baltimore City Police Officer prosecuted for actions taken in the performance of his duties.
- Representation of a CEO in a joint DOJ and CFTC investigation of alleged market manipulation.
- Representation of an Executive Director of private school in a DOJ investigation involving fraud and tax-related allegations.
- Representation of a CEO of a telecommunications company in a pending DOJ criminal matter.
- Advised the CEO of a financial institution in preparation for Congressional testimony.
- Obtained the largest settlement for a police misconduct case in Baltimore’s history, which arose out of alleged civil rights violations by members of the Baltimore Police Department that led to one man’s wrongful incarceration for over 20 years.
