Overview
Thomas focuses on energy regulatory and transactional matters and has represented clients including public utilities, renewable energy power developers, suppliers of regulated and competitive natural gas and electricity, and large commercial and industrial customers. His transactional experience includes representing the lenders, arrangers, green loan coordinators and issuing banks on a series of construction financings for renewable energy power projects ranging from a total capacity of 204MW to 504MW. Thomas has also litigated distribution rate cases, assisted in the drafting of retail energy agreements, and counseled clients on a variety of complex regulatory and legislative issues pertaining to renewable energy, distributed generation, ratemaking, energy efficiency, and energy procurement.
Thomas served as a judicial extern for the Honorable Magistrate Judge Chelsey M. Vascura of the US District Court for the Southern District of Ohio.
