Overview
Caroline Covington represents both corporate and individual clients in criminal investigations and prosecutions, internal investigations and compliance, and complex civil litigation.
Caroline has defended clients against a wide range of allegations by state and federal agencies, including false claims, false statements, fraud, securities violations, and trade violations. She has also advised clients in connection with investigations by the US Customs and Border Protection Agency in consumer protection matters and litigation under the False Claims Act.
Caroline has extensive experience with fact development, responding to subpoenas and other requests for documents and information, presentations to government agencies, witness preparation and interviews, and motions practice. She also has experience managing internal investigations for corporations involving allegations of workplace harassment/retaliation and employee misconduct. Caroline has supervised document reviews and productions in investigations involving numerous witnesses and millions of documents. She has also spearheaded complex factual investigations in several industries that span decades and encompass large volumes of information.
Caroline is actively involved in Steptoe's pro bono program. Her pro bono work is focused on domestic violence cases and matters involving United States Citizenship and Immigration Services.

Representative Matters
- Successfully secured a complete defense acquittal for former Autonomy CEO Dr. Mike Lynch in a 13-year US federal criminal securities and accounting fraud case. The case relates to HP's $11-billion acquisition of Autonomy in 2011.
- Worked as part of the team to secure a landmark dismissal of a civil injunctive suit under the Foreign Agent Registration Act in 2022.
- Represented several witnesses in DOJ interviews and preparation sessions related to a large-scale government contracts fraud investigation.
- Represented a US company in an investigation by the US Customs and Border Patrol agency related to misrepresentations in international trade.
- Representation of global advertising agency in multi-state consumer protection litigation and related investigation.
