Overview
黄迎律师是美国世强律师事务所华盛顿总部及北京代表处的管理合伙人。
黄律师深谙中美两国法律,将自己在美国执业的经验和对中国的了解完美结合,为中国政府和企业涉外诉讼及合规调查提供法律服务。黄律师直接参与了很多重大有影响力的中美贸易案件,包括代表中国政府起诉美国的WTO案件,以及一系列重大有影响力的跨国诉讼、出口管制及制裁解禁案件。
多年来,黄律师一直活跃在国际合规监管的第一线,代理过大量重大有影响力的案件,包括中国第一起SDN黑名单成功解禁案件,客户是中国著名的卫星发射企业。另外,黄律师还在美国联邦法院成功代理一家因出口管制被刑事起诉的中国企业,使中国企业代表被当庭释放。在当下中美博弈的大环境下,中国企业深受美国刑事调查、出口管制及制裁的威胁,黄律师用自己的专业能力,代理了多家灰名单上的企业,帮助企业成功移出清单,解决了运营中的重大障碍。
在帮助中国企业应对世界银行及其他多边金融机构的合规调查中,黄律师更是充分发挥自己精通多边金融机构的调查规则、又熟悉中国企业文化及商业背景的优势,有效指导客户,能够确保中国企业在最短的时间内、最有效率地掌握调查规则,并且善于在制定抗辩策略时,充分考虑国企文化和中国的法律规定,最大限度地保护中国企业的合法权益,曾经多次指导客户通过有效抗辩,让世行及亚行撤回在指控信(Show Cause Letter)中的指控罪名。另外,黄律师还非常熟悉多边金融机构的审计规则和流程,在指导客户有效应对世行的诚信审计方面积累了非常丰富的经验;对于已经被制裁并列入多边金融机构制裁名单的企业,黄律师多次指导中国客户通过合规整改提前移除多边金融机构的制裁名单,深得客户好评。

- Represented a Chinese major state-owned railway construction company in response to an investigation launched by the World Bank in relation to the alleged sanctionable practices in an international construction project
- Represented a Chinese major state-owned railway construction company in response to an investigation launched by the Asian Development bank, assisted the client with the upgrade of its compliance program, and prepared the client for the early reinstatement of the debarment
