Overview
Rowan Bost is a Director in Steptoe's Government Affairs & Public Policy practice, bringing more than a decade of public policy experience to drive policy solutions for clients before Congress and the Executive Branch. Known for cultivating strong bipartisan relationships and delivering a strategic, results-driven approach, she has earned the confidence of clients and Capitol Hill staff alike.
Drawing on her congressional background, Rowan guides clients through complex legislative and regulatory processes, positioning them as trusted resources for policymakers while identifying and pursuing opportunities to secure policy objectives and targeted funding. Her practice spans sectors including education, public safety, trade, health care, energy, and economic development.
Rowan has played a leading role in initiatives such as establishing a first-of-its-kind, multi-state West Coast law enforcement coalition to unify and amplify regional priorities in Washington; securing protections for domestic industries in federal nutrition programs; obtaining targeted federal funding to strengthen anti-human trafficking data infrastructure; and supporting economic opportunity for clients by opposing unwarranted regulatory expansions. She regularly assists clients with developing winning advocacy strategies, drafting legislative language and persuasive materials to advance their objectives, and engaging directly with key policymakers and congressional committees. The Hill has recognized her as a "Top Lobbyist" for the past three years.
Before joining Steptoe, Rowan spent five years in the US Senate as a legislative aide to Senator Susan Collins (R-ME), then a senior member, and now Chair, of the Senate Appropriations Committee. In that role, she advised on appropriations priorities and issues related to education, law enforcement, and the judiciary. Rowan also managed daily operations for Senator Collins’ successful 2020 re-election campaign.
