Overview
Andrew's practice focuses on telecommunications, antitrust, and regulatory litigation. He represents companies before the Federal Communications Commission in every capacity. Andrew has drafted dozens of comments, pleadings, and transaction applications before the Commission, including many that won the day. Once the Commission acts, he helps clients appeal or defend actions in the appellate courts. His work covers hotly contested satellite and wireless spectrum issues, and new frontiers in space policy.
Antitrust is another cornerstone in Andrew's practice. He guides clients on securing merger approval from US antitrust authorities. This includes managing completion of the Hart Scott Rodino process, responding to Second Requests, and defending mergers in court. He also assists clients with urging the Department of Justice Antitrust Division to initiate conduct investigations, and has advised clients on potential antitrust litigation.
Andrew also has significant experience in regulatory litigation. Most recently, he authored an amicus brief in the Second Circuit on antitrust issues. He has also defended clients against FTC consumer enforcement actions in federal court. And he has helped companies comply with third-party subpoenas and civil investigative demands. His litigation experience spans matters in two federal appellate courts, four federal trial courts, and the DC Court of Appeals.
Andrew dedicates his pro bono practice to litigating on behalf of victims of sexual and institutional abuse. Recently, Andrew secured victory for pro bono clients in Houston v. Industrial Bank (D.C. 2024), convincing the DC Court of Appeals to affirm a jury verdict that ended a contentious dispute over corruption in a Ward 7 homeowner's association. He also serves as a co-chair of the Federal Communications Bar Association's moot court committee.
