Overview
Andrew's practice focuses on regulation, antitrust, and appeals. He advises communications companies on the full gamut of issues before the Federal Communications Commission (FCC), including rulemaking, licensing, enforcement actions, and mergers. Once the Commission acts, he helps clients appeal or defend FCC decisions at the DC Circuit. He also represents communications companies seeking merger approval (or denial) at the Department of Justice (DOJ) Antitrust Division.
Additionally, Andrew has experience with Federal Trade Commission (FTC) matters. He has defended clients against FTC enforcement actions in federal court and helped them comply with civil investigative demands. Apart from the "three-letter" agencies, Andrew counsels major Internet companies on state and local laws that affect their business.
Andrew also maintains an active pro bono practice, specifically representing survivors of sexual abuse.
Prior to joining Steptoe, Andrew served as a Legal Fellow at the Free State Foundation, a non-profit think tank focused on communications law, where he wrote agency comments and white papers, and published pieces in the South Carolina Law Review and Yale Journal on Regulation Notice & Comment blog.
