Overview
Andrew is a regulatory attorney with extensive telecom, antitrust, and litigation experience. Before the Federal Communications Commission (“FCC”), he handles high-profile mergers and spectrum transactions, licensing matters for new technologies and legacy services, and rulemakings on the hottest policy issues. Andrew is often involved in major disputes on space, satellites, and 5G wireless, like the very first rules and deals related to Direct-to-Device (D2D) services. Andrew also guides companies on compliance obligations and navigating FCC investigations. He advocates for clients before the agency while strategizing for appeal from day one. Andrew’s top-to-bottom understanding of the Communications Act, FCC rules, statutory interpretation, and the Constitution and separation of powers helps clients make their best case at every level.
Merger clearance and antitrust litigation are also Andrew’s specialties. He has helped companies secure merger and transaction approval from the US Department of Justice Antitrust Division, including for major satellite operators, and most recently, American Express Global Business Travel in its acquisition of CWT. This includes every stage of approval—Hart Scott Rodino (“HSR”) filings, second requests, and litigation. Andrew has also represented clients in bringing private Sherman Act tying and restraint of trade claims as well as private Clayton Act claims against mergers and acquisitions. Andrew’s antitrust advocacy has involved some of the toughest competition issues—fiercely disputed market definitions in evolving markets and the all-important “antitrust injury” doctrine in private lawsuits. As just one example, he authored an amicus brief in the Second Circuit explaining how EchoStar’s pay-TV business would have suffered antitrust injury from the Venu Sports streaming joint venture.
Andrew is no stranger to litigation. His litigation experience includes multiple appeals from FCC orders, multiple antitrust cases in federal court, and Telemarketing Sales Rule litigation against DOJ, not to mention many pro bono cases and third-party discovery representations. He has authored multiple appellate briefs and dispositive motions, taken or defended half a dozen depositions, and managed discovery in many cases. Andrew focuses his pro bono practice on sexual harassment and institutional abuse litigation. He takes on these cases to provide quality representation to survivors and to constantly grow and sharpen his courtroom experience in tough cases.

- Represented EchoStar in successfully closing FCC investigations into its compliance with wireless buildout requirements and use of the 2 GHz band.
- Represented American Express Global Business Travel in obtaining merger clearance for its acquisition of CWT.
- Authored amicus brief for Echostar supporting antitrust claims against streaming joint venture in FuboTV v. Walt Disney Co. (2d Cir. 2025).

- Advised Airbnb on regulatory issues.
- Advised company on filing FCC enforcement bureau complaint against broadcaster.
- Represented satellite company in multibillion-dollar transaction investigation before the DOJ Antitrust Division and FCC.
- Defended sexual harassment survivor against retaliatory defamation lawsuit in the Fairfax County Circuit Court resulting in a settlement of less than .3% of the plaintiff’s requested damages.
- Represented domestic violence survivor in appeal of denial of protection order extension, McKenzie v. Persaud, 346 A.3d 154 (D.C. 2025).
- Won affirmance of favorable jury verdict in homeowners association dispute case, Houston v. Industrial Bank (D.C. 2024).
