Overview
Jacquelyn Rex Tobin represents plaintiffs and defendants in complex civil litigation, construction litigation, and white-collar matters and investigations. A natural courtroom advocate, Jackie prides herself on working closely with clients to ensure they get the outcome they want – whether that means proceeding to trial or resolving the matter through settlement.
Jackie also regularly advises general contractors and project owners throughout development and construction of their projects, ensuring timely completion and payment of all work without the need for litigation.
Outside of work, Jackie is actively involved in diversity, equity, and inclusion (DEI) efforts. From 2020-2022, she served as Co-Chair of the Houston Bar Association’s Diversity, Equity & Inclusion Committee, which partners with Houston law firms, corporate legal departments, government agencies, and state and federal judges to provide first-year law students who identify as racially/ethnically diverse and/or LGBTQ+ with summer internships. Under Jackie's leadership, the DE&I Committee helped more than 50 students secure summer internships to jump start their legal careers. Prior to attending law school, Jackie was an elementary special education teacher in the Rio Grande Valley with Teach for America.

Commercial Litigation
- Successfully defended digital health care technology company in arbitration in breach of contract action brought by manufacturer.
- Obtained favorable settlement for multinational oil and gas corporation following damages sustained to corporation’s pipeline and refinery.
- Obtained favorable settlements for private equity fund in breach of contract and breach of fiduciary duty actions brought against former portfolio company employees.
- Obtained favorable settlement for international oil and gas drilling company in breach of contract action brought against subcontractor.
- Obtained favorable settlement for chemical company in breach of contract action brought against subcontractor.
- Obtained favorable settlement from Harris County on behalf of former Harris County Jail inmate in excessive force/violation of civil rights action.
- Successfully represented Houston city council candidate in election contest and subsequent appeal before the Texas Court of Appeals.
- Counsel for individual defendant in Travis Scott/Astroworld multidistrict litigation
Construction Litigation
- Obtained favorable settlement for national engineering, procurement, and construction (EPC) contractor concerning construction of renewable diesel plant located in New Mexico.
- Obtained favorable settlement for owners of retail and restaurant space located in Montrose neighborhood in Houston, Texas.
- Obtained favorable settlement for general contractor following construction of a bar and restaurant located in Houston, Texas.
- Represented general contractor in six-week jury trial in Harris County, Texas
White-Collar Defense/Investigations
- Obtained dismissal of all claims against Texas-based bank in qui tam action alleging violations of False Claims Act, Stark Law, Anti-Kickback Statute, and Texas Medicaid Fraud Prevention Act.
- Represented Fortune 500 multistate health care organization in qui tam action alleging violation of the Texas Medicaid Fraud Prevention Act.
- Conducted year-long internal investigation for international contract drilling company.
