Overview
Jefferson Klocke represents clients in their most challenging insurance and reinsurance disputes. His work on behalf of insurers has involved a range of issues in the property, casualty, life, and health insurance sectors. Much of his insurance practice involves counseling insurers and litigating coverage issues arising out of asbestos, environmental contamination, pharmaceutical products, and other toxic torts. He also represents insurance companies in bankruptcy proceedings as well as against allegations of bad faith. Recently, Jefferson has handled for insurance carriers coverage disputes involving sexual abuse claims and COVID-19-related business interruption claims.
Jefferson has also assisted companies in complying with anti-bribery and other corruption related laws, including the UK Bribery Act and US Foreign Corrupt Practices Act as well as related transnational anti-corruption regimes, including anti-money laundering laws, and export controls and economic sanctions. Jefferson has helped clients design, implement and evaluate global compliance programs, including training, risk assessments and due diligence on external business partner candidates. He also assists clients with internal and government investigations into potential breaches of company compliance policies and laws, including investigations and actions brought by UK and US enforcement authorities.
Jefferson is active in Steptoe's pro bono program. He handled trial preparation for a Section 1983 case in which the client alleged excessive force that violated his constitutional rights; helped minor refugees from Latin America obtain Special Immigrant Juvenile Status in the United States; and prosecuted an educational rights and discrimination action.

Jefferson acts for various insurers in high-stakes litigation, including:
- Successfully defended commercial property insurance carriers to resolve COVID-19 business interruption coverage claims via dispositive motions at the pleadings or summary judgment stages.
- Obtaining favorable settlement in multimillion-dollar asbestos-related insurance coverage case in California by associating into the case after it had already been in active litigation for multiple years and generating settlement leverage for the client insurer.
- Successfully represented major homeowners insurers against bad faith claims.
- Regularly represents major insurance companies in addressing coverage disputes arising out of claims involving environmental damage that occurred over many years.
