Andrew Owens is a partner in Steptoe's Financial Innovation & Regulation practice with a focus on consumer banking and the retail payment card industry. Andrew's advice helps clients develop financial products, programs and expansion initiatives that achieve business goals while navigating complex regulatory regimes.
Andrew is best known for practical representation on federal and state regulation of consumer credit and banking and payment systems. Financial institutions and retailers choose Andrew to assist them with establishing billing and payment systems, while payment card issuers and retailers tap into his equally impressive knowledge of banking and consumer financial services law. Andrew’s deep expertise covers, among others, the Truth in Lending Act, the Electronic Fund Transfer Act, the Fair Credit Reporting Act, the Equal Credit Opportunity Act, the E-Sign Act, and the Servicemembers Civil Relief Act. Andrew's experience also includes advising on joint ventures, executive employment and severance, sales agency, governance and corporate counseling. Additionally, retailers rely on his sophisticated industry knowledge in developing terms and conditions for loyalty programs both in the US and abroad.

- Advised major card issuer in connection with one of the largest credit card portfolio acquisitions in history
- Assisted major financial institution with developing and going public with new closed-end loan and credit card programs
- Worked closely with FinTech start-up to establish significant new credit card program, including by drafting all consumer-facing disclosures and advising on federal and state laws
- Represented major card issuer in connection with significant enforcement action and accompanying remediation
- Advised major card issuers on development of new products and features, including, significantly, installment payment lending features on cards
- Conducted thorough, top-to-bottom review of a major card issuer’s methodologies for compliance with the CARD Act
- Completed regulatory diligence in advance of proposed acquisition of creditor for major financial institution
