Overview
As a member of Steptoe's Government Affairs & Public Policy group, Elizabeth Goodwin helps clients navigate complex public policy issues, political law matters, and congressional investigations. She regularly advises on the development and implementation of federal and state regulatory and legislative strategies across multiple industries, including insurance, healthcare, financial services, and artificial intelligence.
Elizabeth’s work includes drafting legislative language, preparing comment letters, partnering with joint trade groups and industry coalitions, representing clients before agencies in administrative matters and petitions, and advocating before lawmakers and regulators. She is also a member of the firm's Financial Innovation & Regulation practice and advises insurance brokerage firms and insurtech clients on regulatory compliance issues.
Elizabeth also maintains a robust political law practice. She counsels clients on federal, state, and local lobbying, campaign finance, pay-to-play, and government ethics laws and advises on compliance with the Lobbying Disclosure Act (LDA), the Foreign Agents Registration Act (FARA), the Federal Election Campaign Act (FECA), the Honest Leadership and Open Government Act (HLOGA), and the House and Senate Ethics and Gift Rules.
In addition, Elizabeth represents individuals and companies facing complex and politically sensitive congressional and government investigations. She guides clients through each stage of the investigatory process, including responding to committee inquiries and subpoenas, managing document requests, and navigating parallel enforcement or oversight matters.
She is passionate about public service and is actively involved in Steptoe's pro bono program. Her pro bono work focuses on civil rights, including voter protection and voting rights.
Elizabeth received her J.D. from Georgetown University Law Center, where she served as an executive articles editor for the Georgetown Law Journal. Prior to joining Steptoe, Elizabeth served as a law clerk for the Senate Judiciary Committee in Senator Blumenthal's office and as a legal intern for the Department of Justice's Civil Rights Division.

Representative Matters
- Counsel international trade association on federal and state legislative and regulatory advocacy, including privacy and cybersecurity proposals, regulation of artificial intelligence, expanding the proposed federal Secure and Fair Enforcement Banking Act (SAFE and SAFE[R] Banking Acts), transparency of pharmacy benefit managers, and health plan data reporting and transparency.
- Represent clients at the National Association of Insurance Commissioners (NAIC) and the National Council of Insurance Legislators (NCOIL).
- Represented global property and casualty insurance company responding to Congressional inquiries related to the impact of climate change on the insurance industry.
- Contributed US legal and policy analysis to a comparative report examining AI laws, policies, and strategies across eight Latin American countries, which informed draft legislation in Peru.
- Represented public energy company in independent annual review of the company’s political and lobbying activities stemming from an investigation into domestic bribery conduct.
- Represent Fortune 100 company in quarterly audits of political compliance program.
- Represented plaintiffs in first-of-its-kind challenge to the legislative map of Nassau County, NY as a violation of state voting rights laws and obtained favorable outcome, which secured a revised and fair map for Nassau County.
- Filed an amicus brief in the US Supreme Court on behalf of The Brennan Center for Justice relating to a campaign finance provision that restricts a candidate's ability to repay loans to oneself post-election.
