Dave Raskin authored an article titled "The Regulatory Challenge of Distributed Generation" for Harvard Business Law Review Online. The article, published in the November issue, explores the debate over “net metering” as well as the likelihood of having to address potential stranded costs produced by the expanded use of distributed generation. Mr. Raskin points to Germany’s experience with distributed generation, which has produced high electric rates, and suggests that what may appear politically attractive at first can quickly become a regulatory and political quagmire.
