Harry Lee is a partner in Steptoe's Washington office, where he is a member of the Litigation Department and heads the firm’s Insurance/Reinsurance Group.  His primary practice has covered a broad range of insurance and reinsurance disputes.

For more than 25 years, Mr. Lee has represented insurers and reinsurers in arbitrations and judicial proceedings, where he has litigated complex insurance coverage disputes.  He has advised reinsurers with respect to treaty and facultative coverage and billing issues arising from mass torts (e.g. tainted blood) and property damage (e.g., defective railroad ties).  He has also represented major direct insurers in complex coverage litigation involving environmental (e.g., chemical plants, landfills, manufactured gas), toxic tort/product liability (e.g., asbestos, silica, hearing loss), professional liability (e.g., legal malpractice) and financial insurance matters.  A substantial portion of Mr. Lee’s current practice involves insurance issues arising from mass tort driven bankruptcies.

Complex Litigation
Mr. Lee has also handled a variety of diverse, complex commercial disputes, including litigation of professional malpractice, breach of fiduciary duty, negligence, and Racketeer Influenced and Corrupt Organizations Act claims brought against attorneys, accountants, insurance brokers and agents, and corporate officers and directors.  He has also litigated contract claims, Title VII discrimination claims, conflicting claims to real property, and bankruptcy disputes.  These claims have all presented common procedural issues, including complex document and database management concerns.

Mr. Lee has extensive speaking and writing experience on a wide range of insurance coverage and litigation matters, including asbestos, misrepresentation, mold, construction defects, first-party property, reinsurance, and emerging legal and legislative issues.
